Salvaging roses

I moved in to a new house last year and we’re finally tacking the garden. The house is called Rose Cottage and so the previous owners have put lots of roses in the garden but never tended to them.

I’m a novice gardener 😳 How do I salvage them? Should I be cutting back to encourage growth and flowering? Or just using a Rose food?

TIA

Just cut off the dead bits and give them some rose food. It's a bit late for any other pruning now. That one is a bit crowded by the shrub next to it. I'd trim the shrub. Roses also like a mulch, rotted manure is good.
Dordogne and Norfolk. Clay in Dordogne, sandy in Norfolk.
