Weeping crab apple

Could anyone identify the problem and suggest treatment for this crab apple. It is the centrepiece of my mums garden and we desperately wish to save it. Many thanks in advance.

    that looks like frost/cold damage of new growth, or possibly sun damage on wet leaves (after a morning mist/dew) should be fine, it'll just look tatty for a bit and you may loose some flowers/fruit
