Acers can be vulnerable to wind and sun if they're too exposed, which can cause damage. If they've gone short of water at certain times, that can affect future development of foliage too.
I don't have a photo to hand but I made the mistake of pruning back certain parts of the plant in the winter to keep it's shape. Could this be the cause? Last year the Acer looked very healthy. It's 1 meter high in fertile ground, semi-exposed , about 5years old.
Winter is the time for pruning, but if it's in an exposed site, wind is more likely to be the problem. It's just as drying as sun/heat. Often more. It would certainly affect the development of foliage.
It's a place where beautiful isn't enough of a word....
