New Citrus Tree

Hi All
Recently received a Mandarin Citrus Tree via delivery order.
It has arrived in what appears to be in good shape. I have a couple of questions, however:
1) It has a lot of unripe fruit on it already. Considering it's barely spring, how is this so? Is it worth removing these? I suspect they will not form viable fruits? Is it likely the tree will blossom?
2) some stems/branches have lost a lot of leaves. How quickly do they tend to grow back?
