Couple of Pruning questions

Hydrangea Macrophylla - I left the old brown mophead flowers all winter.  There are now green shoots coming below the old flowers.  Can / should I prune to just above the new growth now or leave be?

Purple loosestrife - Again, I kept the skeletal form over the winter.  No sign of growth yet this spring.  Given how invasive it supposedly is I'm guessing it's pretty tough, so I assume it would be OK to pretty much cut right back to the ground now?

    Just pinch out the dead flower heads on the hydrangea without removing the new buds.

    You can cut the loosestrife right back to ground level now.
