Cardboard box, do you put mulch over or under

  Thanks so much for the advice everyone.
  I have a plan now in that I will weed out everything the hard way, compost and then put cardboard on top. 
  I’m hoping come spring time next year I will have sorted out the front and will have workable soil to start at the back.
