Laurels looking bare at base

Have a row of laurels and the plants from the base upwards are looking very bare?! Only the very tops have leaves - any ideas whats happening?

    They probably need cutting down to about half the size, but without a picture it’s difficult to say how much. 
    Gardening on the wild, windy west side of Dartmoor.
