Grass - cut back or comb out

Should this be cut back or combed through to remove dead growth?  NO idea what it is called.

I'd say neither. It looks fine to me

Ah, that was taken last summer.  It looks quite straw like at the moment

I would say it looks like a Miscanthus to me, and if as you say it's all dried up now with no hint of green anywhere, then it will need cutting right down so new grass will begin growing.

It's quite a dark photo, but from your description, l'd say it's possibly a miscanthus. Is there any chance you could take a current photo? While you're there, have a look and see if you can see new green growth at the base.  :)

If it's a miscanthus you need to cut it back quickly before the new shoots grow up or you'll snip them too and they'll have blunt edges all season.

Looks to me like it may be a stipa "pheasant's tail" in which case you just comb out the dead stuff.  Wear gloves or use a rake head to save your hands.
