  Veronica prostrata is a largely evergreen matt forming perennial with lovely bright blue flowers over a long period. Very enthusiastic about spreading so give it plenty of room. Easy to keep under control though, just yank it up. Another one is campanula portenschiagiana - one of my favourites. If you have a look at the alpine section in a GC, there will be lots of other options.

  Persicaria 'Affinis' will thrive in most soils or Persicaria Capitata 'Pink Bubbles' on more warmer areas. Both semi evergreen. Armeria Maritima always forming mounds of evergreen clumps when not in flower, does well on well drained soils. Same with Erigeron karvinskianus, always in flower if you cut back two times a year. Silene Uniflora will form mounds of evergreen foliage, the variegated one looks nice when not in flower.

  Alpine Campanula, Saxifraga, Phlox and Veronica are all fast spreading, mat forming plants and there are plenty others

  I stumbled upon some Alpine Wallflowers last year and used them to fill a gap. In fact I didn’t realaise they would form a ‘mat’ of coverage so quickly. The evergreen leaves are low-lying but when they flower they are really pretty. 
  I also recommend Geraniums - particularly sanguineum types.
