It's simple enough, just ask the person you're talking to if they're qualified and what in. It can can be anything from a minor college certificate for driving lawnmowers and hedge trimmers to horticultural college which teaches everything form market gardening to garden and landscape design to RHS certificates in plant and garden management to PhDs in serious plant pathology and genetics.
It also helps if you know enough to distinguish real knowledge from BS.
