We are slowly scrapping the gravel,up, bagging it and taking it to the local recycle centre/local skip. The soil is hard as rock underneath but we are slowly turning it over
Would it not be better to dig the gravel into the compacted soil?

Why do people DO this? Surely there are less drastic ways to make a 'low maintainance garden'....soon as I read that on estate agents write ups my heart sank!!
Many possible reasons.  Illness or infirmity which means they can no longer manage borders.  Working long hours or away from home for extended periods and don't want weeds growing which could indicate to potential burglars that the house isn't occupied.  Simply not being interested in gardening and want the lowest maintenance solution they can find whilst still having the place look presentable.

@Whippet,  I understand your problem now! Might be less work to hire a mini digger and shovel it all up.  Or just do one area and plant that up, you never know, you might get used to all that gravel.

Thankyou all for your comments. I aim to clear the length near the fence and see how that goes. Plan is to get that planted up even if its the only one done properly this year....work to do in the house  will take time too.
It's certainly going to be interesting ? :)
