Dead/dying pittisporum

Hi, can anyone help identify what’s killing this pittosporum please? It’s part of a hedge, I took out some that had died and replanted which is doing fine but it’s moved along to another part which will need replacing but is there a way to deal with any that crops up in future on other parts?

    It's not easy to see from the pics, but it may be scale insects.
    I had a similar infestation on an acer a few years ago that looked very similar.
    I sprayed mine in the dead of winter (so no leaves) with a winter tree wash (e.g. Vitax), but I don't think you can use that on evergreen trees.
    First thing I done was scrub them off with a stiff brush - you could try that
