Frankly, if you've got both dogs and chickens, a lawn is never going to look good. I would save a lot of effort and money on just mowing what you've got in the spring when the building works finish and perhaps getting the Green Thumb people in to feed and weed it a few times - it will soon improve (they have access to stronger chemicals and you would only need to keep the dogs off the lawn for around 3 days). Dogs pee and poo and love digging - both ruin a lawn.
I imagine rotavating would be quicker and less hard work for a large area, but it might be awkward in small areas or tight corners. Otherwise if it goes as deep as a fork then it should be just as good.
