    I ordered on 5th Feb last year and received bulbs shortly afterward. The bulbs were still flowering (or possibly yet to flower) which supposedly isn't good but most/all have returned this year so I'm happy.

    Re the ground they're in, I planted snowdrops in a light clay soil in 2017 but they didn't return in 2018 which I figured was because the soil retained too much moisture. I mixed sharp sand into the soil to improve drainage (and rotted manure, although that may have been a bad move), planted new bulbs in Feb 2018, and now they've come back.

    My soil is silty (mostly), so clay + sand.
