Shipping plants internationally

I have read on some blogs and forum posts where some individuals transport their plants via international travel,  and utilizing the proper channels of inspection and quarantine.  By reading the posts,  it looks like someone can take the proper steps to do that,  however I am not having any luck on how to proceed.  FYI I am based in the USA and desire to ship to the Philippines.   Has anyone here done this,  and do you have any helpful info to offer regarding this?   Thanks in advance.
