I wonder if it might be a flowering dogwood - something like Cornus florida, perhaps?
Since 2019 I've lived in east Clare, in the west of Ireland.

Not necessarily... it's been a strange year, and some trees and shrubs around here (NW) are bare whilst others are completely green. But someone else may come up with a better idea...
Since 2019 I've lived in east Clare, in the west of Ireland.

Yes! That would explain why it's still green. It's deciduous but keeps its leaves for ages.
