If the land is shown as yours on the plan, l am no legal expert but there may be conditions in the contract that say you cannot have planting more than x metres from the road. I would definitely contact the developers legal people and see what they say, it may be possible to remove the hedging and put see through railings along your boundary if that's what you want to do. I would be interested in what they say.
It seems odd to me that your garden looks to be the only one that is landscaped and more so if the developer had it done. Either it was the showhouse or somebody paid extra. Developers don't usually do something for nothing!

For a hedge it's in the correct position to allow for growth to the pavement edge. If you want the boundary right at the edge of your property go for a fence/wall. Personally I would stick with the hedge along the front but the parts where it edges the driveways could cause problems as they seem very close and once they start to spread would overgrow onto the driveways.

We bought it new from the developer 6 months ago and the landscaping was included. They also put some trees in the back garden.
Some of the plots in the background of the picture are smaller with less garden. All the ones behind me as I took the picture are detached and have some kind of landscaping.
I agree about the hedge nearest the drive, it is likely to encroach as it grows I think.
