as everyone has said, this is a bit of a nightmare project, dumped on me from a great height by another office that only want to do the 'easy' projects.
i think its going to be wing it and hope for the best!

Not sure whether this is any use but there is a very popular game on CBeebies called Swashbuckler with a really good web page   https://www.bbc.co.uk/cbeebies/games/swashbuckle-my-swashbuckle-adventure

If you have the use of a laptop and get really stuck maybe? Watch out for the pirate song it's a real earworm

The Desert Island theme sounds a good plan nearest you are going to get Pirates to plants .
One thing i remember from childhood, making a simple tree from a rolled up piece of paper. You made cuts downwards around the circumference of the roll, to part of the way down. Then pulled an inner edge so it unfurled from the centre making a palmy type of effect.
Sorry I can't quite remember how it was done. Whether it was a few sheets rolled up or a long piece. You might be able to find destructions on line.
Paper gardening. It would be cheap enough, hope that you could get a supply of paper cheaply. Is coloured craft paper easy to buy and cheap?
Or if paint is available,  they can paint it.
You would need a roll of sticky or masking tape to hold the rolled edge. Masking tape could be painted over too.

£8.....Gardening Pirates. What planet are the office from, they must have been smoking some kind of plant.
Edit to add link. There are several ideas on line, think this might have been what I was remembering. You might find better on y tube .

Growing a hyacinth bulb on water is great at this time of year. You can use a jar (of the right size) so no expense there, only the cost of the bulb.

Having  worked with severely learning disabled youngsters myself and understanding the difficulties involved I think you’ve certainly been set a tough task.

My only thought is the theme of Buried Treasure ... planting yellow crocus corms and getting ‘gold treasure’ when they bloom ... but the value of this will depend, as you know, on the sort of memory abilities your young people have.

Good luck ... you’re doing valuable work.   :)
