Bit of a long shot this, but ...

Photo taken late Spring?.. everything seems to be recently in leaf, so fresh, lawn had a first cut.. ?
The grey leafed shrubs in the circular border may be.. Santolina chamaecyparis [Cotton Lavender]… the silver looking tree at the back may be Pyrus calleyrana 'Bradford' or the newer 'Capital' which is more columnar... those may be white flowers on it,.. leaves turn green, red in autumn..
I'm not sure anyone could be absolutely specific about these... but I hope others do chip in with clues.... good night and best wishes...
Marlorena's had a very good try at it - I doubt you'll get anything nearer without a lot more info.
I can't even get them to enlarge enough to make a guess!
If you're looking for silver leaved shrubs/trees, it might be better to simply ask on a new thread - you'll get plenty of suggestions
I live in west central Scotland - not where that photo is...
Need clearer close up pics.

I’m definitely not trying to achieve the pompom pruning effect which looks a little unnatural (and high maintenance). I like things bit wild and slightly overgrown if I’m honest!
If you're looking for a similar effect, look at the previous suggestions from S.Surfer and Marlorena. For other suggestions, start another thread - titled something like 'looking for blue/silver shrubs and ground cover' ,and you'll get some suggestions.
Prostrate blue juniper will give a similar effect to that low one, depending on your soil, and is readily available, and easy to maintain. Juniperus Blue Carpet is one. There's a bluey grey conifer which is also easy to obtain, and makes a lovely specimen - Chamaecyparis pisifera Boulevard. it has quite soft foliage, and is actually slightly variegated, but looks silvery blue/grey from a distance
