Whenever you like - but the "best" time to prune them is when they're dormant, some time between leaf fall and bud burst (November>March).

I think general recommendation is that the best time is to prune them at the latter end of dormancy when it's early spring but before it's started growing because at that time of year the cuts will heal quicker and there's less risk of the wounds becoming diseased or the plant being damaged by frost.

As per Mr. Vine Eyes instructions. But if you have large or unbalanced bush or shrub roses, then a little partial cut back to stop them loosening themselves in any windy winter weather can be helpful. Leave enough so if you get die back or damage you can then cut back more in the spring.
But it depends if you can check them during the winter for any wind rock, and firm them back in place.
Sometimes it just depends on what we have time for.

The member should tell us what type of roses they have before advice given on pruning, as one size of pruning advice does not fit all with roses I'm afraid...  some roses I have would only be pruned in July for instance...

Unless you are growing out climbers or standards then virtually all roses are pruned in the winter months through to early spring. Pruning in July would only be light to tidy up the plant and promote a good late flush.

^once again, very general advice applicable to hybrid tea, floribunda and repeat flowering shrub roses.... please be aware, there are more types of roses out there than these, including once blooming roses that only flower in June... you prune these after flowering - usually in July or a bit later...  you will not get a later flush... this also applies to most ramblers...  if you have done your pruning well enough at that time, you should not need to prune again during winter or Spring for these types unless something is getting in your way, or to remove dead wood... in fact if you did you would be cutting off the flowering wood for the summer...

The world of rose growing does not revolve around hybrid tea roses...

..this is a pink Bourbon rose, it blooms from May 15 to June 30 only.. it is pruned in July if needed... or not..

..the same rose 2nd April... pruned the summer before and trained towards the horizontal to promote bud breaks all along the canes... if I pruned this winter/spring I would be cutting off the shoots that are going to flower, as above..

I'm sorry to sound blunt, but inadequate advice regarding roses does annoy me somewhat...
