    That depends on your nose doesn't it?  Some are more sensitive than others.

    Yes, people's noses do differ, but I have never heard of V. tinus flowers as having a pleasant smell reminiscent of jasmine as mentioned by the OP. On the contrary that plant is frequently mentioned as having a foul smell. Looking forward to more pics and details from the OP so we can sort this out. ;)

    It would be interesting to see what this shrub might be. But I haven't seen a Viburnum Tinus with tooth-edge type leaf.

    Perhaps it is an Escallonia of some sort, as you say, or maybe nutcutlet would know?
    ..the member needs to provide more photos really... and what part of the country this is in might help..

    It would be helpful to know where this supermarket car park is.????
    I have never seen a beautiful scented shrub like this in any UK car park.
    Leaf shape is very different to Viburnum tinus.
