I have a small elder tree in my chickens run, which provides shade, if they want to be dry they can go inside. They really do not need all their area under cover. I just went out to feed the things in the pouring rain, there was one not in the coop, it was out in the rain they do seem to like to get wet on occasion.
You could 'sew' the tarp to the chicken wire in the bits where it is saggy. Use fine wire or fishing line. Reinforce the bits on the tarp that you are piercing, with a bit of gaffer tape to make it more robust before you start. Worth a try.
