I wonder, does it behave like rust on olives? I plucked affected leaves off and they grew back healthy and strong. Now I spray them once a year with anti fungal, as a preventative measure. I also, painstainkingly, try to remove all fallen leaves, so that spores harbouring inside don't reinfect the plant. Seems to work, but maybe pear trees are another matter!

Perhaps I wasn't clear enough- I was wondering if there is a parallel between rust on pears and on olives, in case my experience with rust on olives could help the original poster.
