H Shaped Soil Ridges

An allotment owner on our plot has completely dug over his long plot and had raised 1 foot tall ridges crossways and then added smaller ridges the other way every 4 foot to connect them so it looks like H s laid end to end

Any ideas why ?
Everyone is just trying to be Happy.....So lets help Them.

    He is on a different fenced off site and I have never seen him to speak to but thanks anyway

    Is it to help contain moisture perhaps, when he waters?
    After the dry hot summer maybe he thought it could be like an irrigation channel or something?
    Or maybe he was just bored.... ;) 
    It's a place where beautiful isn't enough of a word....

    Perhaps he is trying to get maximum frost exposure on his soil to kill off pests?

    Apparently he is going to plant his broad beans deep and he is off on holiday for 10 days which sounds a bit weird
