Raising a bed

I would like to raise my bed by 5 inches but I have roses and 2 grape vines  would it be ok to cover there stems.

    no , the grapevine will defiantly not like it. The roses depend how you planted them previously, some plant them with the root stock below the soil others plant it just above but the roses can be easily moved, how long has the grape vine been planted ? I moved mine after one year and it was fine, I would move it in winter if you do move it.
