Plant ID please

Hi.
I saw this plant recently and took the pics attached. The first pic is of the spindly stems and the second is of the flowers(?) themselves. Does anyone know what it is please? I got in touch with the people responsible for the public planting in my town and was told it is a callicarpa but when I googled callicarpa I don't think it's one. The plant I saw seemed much more delicate and the pale purple flowers were kind of on their own on the stems rather than bunches (like a callicarpa) It was around 3-4 feet high.
