Plants Growing Bigger In More Sunlight

I have some chilli pepper plants in my conservatory that gets sunlight through almost clear perspex from sunrise till about 4.00pm
They are over 3 foot tall
I gave two similar plants to my colleague who placed them in his polly on his allotment which has a light blue covering
They are still about 18 inches tall
Any suggestions why friends
