Garden hedge help needed

Hello 
Recently I have moved into a house with a large garden that needs attention hence my questions
- what are the quick and high growing plants that I can have to cover the gaps in the hedge.
- I have mature, lovely hibiscus bushes. Located in a really bad place, can I dig them out and plant in a better place of the garden ?
- I have an old boxwood hedge, my father in law decided to even it out and cut it half the hight. Now the top shows just dead branches with occasional new ones coming out. How do I encourage it to grow?

Why does it have to be rushed ?
If you intend to be in this house for sometime take your time and do it properly
? How long is the hedge currently.............you can buy Portuguese Laurel that will grow to 4 foot in 4 years at £8.00 per shrub
What does the hedge have to do............keep ot burglars....keep children in....look pretty ??
The hedges are the only type of "fence" we have. I have a 3 year old so ideally we would like privacy as well as safety. As we live on a corner plot, there are limitations to the night of a fence we can have, however it is ok to have a high hedge. I will post some pics.
