Our paeony buds were well above soil level by the time The Beast from the East hit us this spring ... frost, snow and icy wind ... no protection at all ... it’s flowered better than ever this year. If they’re happy they’re tough as old boots.

Peonies hate to be disturbed or moved so it may take a year or two for yours to settle down and begin flowering.
I think "they" have decided that's a bit of an old wives's tale. I think , if they're moved properly, and planted at the correct depth, they settle down well and flower happily. I know I moved 2 last year and they both flowered this year. ( Maybe it was just luck? )
I've regularly moved them. Into a pot, and back into the ground too. It's an old wives' tale that they don't like it, I'm afraid. They may take a year to settle in, but, like Hosta, mine have usually flowered the following year after moving. That's interesting Dove - I think the problem we have here is that they can get very wet, and then frozen, and that's repeated, so I took the extra precaution this year - just to be safe. I'd already lost several things by the end of the year, so I wasn't taking any chances!
It's a place where beautiful isn't enough of a word....
