Sargeants rowan sapling

Hello,
I have a sapling rowan which did nithing for 2 years and suddenly it has shot up with 10 leaders growing from the initial core.  This summer it had 3 flowering bracts.
Should I leave this to grow more?  If I prune back will I be back to square one

I'd leave it.  It looks evenly balanced and should fill out in due course.   You did, presumably, want a tree and it seems to have done the sensible thing and spent time getting its roots down before sprouting up top.   Those new stems should provide flowers next spring.
