Problem with cardoon and apple tree

A newish apple tree on dwarf stock ha twisted and contorted leaves. No sign of pests or visible fungus, any ideas? The cardoon started well and has flowered but the leaves are very poor and have a silveryspots covering them, again am baffled. Photographs available if required Jenny
