Rainwater harvesting. Old cespit?

Hello everyone,
Just wondering if anyone can help identify if the pictures attached are a old cespits or just rainwater runoff.
The water down there seems crystal clear, I can see all the way to the bottom and with a recent downpour the water level has change.
It's very odd because the only pipes that go into the tanks aren't pointing towards the house.
Would be nice to use it to water the garden if it's safe that is.
