Given its current state (as seen on photos) and its very small size I would suggest total renovation. Which means digging/tilling the soil, then raking to surface to get rid of roots, stones, etc. Forget the hollow tine and superficial raking.
It does pay to spend time and effort in establishing a proper lawn, but you are well rewarded later on... Some advice on seeds at https://www.telegraph.co.uk/gardening/11522952/How-do-I-know-which-lawn-seed-is-best.html

  • Thanks for that - interesting that piece about seeds... I never looked into it. Just went for the one that I'd see had worked.

I might water the lawn and sew some seeds now and see how it goes.  As its only small it won't be too hard to dig it up, go over with a rotavator and start again mid September if it all goes wrong... Although I'll have lost some seed, water and time.

But if it does work then I'll be pleased and safe the time in September!

  • Plus I'm curious now to see if I can do it

Sowing seed now is likely to be a waste of time and money.

Have a read of this info from the RHS and then be patient and wait for ideal conditions. Seed is heat and moisture sensitive.    https://www.rhs.org.uk/advice/profile?PID=424 and wait for ideal conditions.
