Birch tree eaves being eaten

My daughter recently moved into a new house, the builders planted a Betula Utilis birch tree in the front garden, The leaves appear to have been eaten from the inside leaving a lace like pattern, does anybody have any ideas as to what pest this is and how to stop it ie systemic insecticide etc and what make/type
