ID for flowering perennial, please.

I planted this for a neighbour who bought it last year and thought that it had died as there was no trace of it in the border over the winter. But it's come back this year from nothing to produce these gorgeous, large blue flowers.

It's only a small plant and I'm sure someone will quickly identify it, especially as the flower bud has a globular shape before opening.

    Balloon flower - yes, really - aka Platycodon grandiflora :)

    Thanks Buttercupdays. After your reply I read the Wiki page on it and realise now how it survived. It dies down completely in winter and is hardy to -15c, not that we've had temperatures anywhere near that since about 2010.
