It looks like a Tree peony. However, when you say it comes up every year,, does it die down completely. ? Mine leaves stems behind. Herbaceous peonies lose all the leaves and stems and reside underground for the winter.
Thank you fidgetbones. Yes it does die down in the winter leaving the stems behind. If I cut it back to the ground it doesn't seem to flower that year. It sounds very much like what you have described. It easily replants itself. This one is huge and is about three years old and it's not potted.
Leave the stems, and any leaves clinging on through the window. In spring the old leaves will crumble off, but in winter they protect the flower buds. If you cut it to the ground each year you will not get any flowers.
