    Whack a mole. I had a conversation with a shop owner who had to keep his front door locked and only allowing people in when they buzzed. The local shopping centre security guards used to follow the usual suspects around, from picking up the methadone, to the next shop they nicked from, to the pub they sold their ill gotten gains in. Banning them from shops didn't work.  We agreed  a whack a mole type operation would be useful. Every time they popped up, big hammer on the head.   Well the police aren't interested. Shopkeepers fault for having goods on open display , I was told by one.
