    Wild guess. A lilac bush "syringa" ???

    It has “bunches” of small white flowers in spring and there are a lot of shoots coming up from the ground around it. Not sure if that makes a difference! I’ll google the Lilac Stringa Vulgaris now. Thanks.

    Looks like google agrees guys. Thanks! How is best to prune it, and how can I maximise the flowering, as it only seems to produce a few flower trusses each year. Will this improve as it matures?
    Could some of the small shoots at its base be self seeded saplings? If so could I dig them up and replant instead of pruning them off?

    Probably not worth growing on from seedlings as they will have small flowers. Your plant may itself be a seedling. If the flowers don't look like much then no amount of pruning will change them. They need to be vegetatively propagated to get the best cultivars. If it were mine I would be tempted to remove it and replace with a named cultivar.
