used this stuff a week ago, some green but more black and when walked on it is still marking the deck etc

It happens all the time I'm afraid. There are several threads re this = especially this year.
I live in west central Scotland - not where that photo is...
Otherwise I'm not sure this would have been worth applying. My lawn is now dried straw- not pretty but I prefer to save water than waste it on the lawn (lawns are remarkably tolerant and it'll pop back up bright and green again when the weather changes).
(I've made the assumption that you're in the UK / heatwave zone).
Black is areas that have been killed off: moss and weeds. This will die down and hopefully be replaced by grass.
What do you mean by marking the decking?
The pack of Evergreen 4 in 1 lawn treatment will have had instructions and warnings very similar to these file:///C:/Users/Alison/Downloads/Evergreen%20Lawn%20Sand%20Label.pdf
You'll see it warns against applying in dry periods. It also warns against walking on it until it's well watered in and not allowing it to get onto paving or other surfaces as it can cause staining.
