Mutant Poppy?

I have an oriental poppy, I don't have the label for more details.
The poppy didn't flower earlier in the year along with my others
What I thought was strange at first was how several flower buds have grown from one stem. I am a novice gardener and thought all orientals flowered 1 per stem?
I next noticed a tar-like ooze seeping from just below the top, main flower bud.
Now that the buds gave started to open it looks to me like there's been some sort of malfunction as if too many of one part has grown... there's barely any petals (as seen below).
I have tried looking online but can't find anything like it.
I don't know what to do: could it be a disease that could spread to my other poppies?
