Carrots not germinating

I sowed a row of Flyaway carrots on 1st July and so far only about a dozen have appeared. I chose a shady spot due to the hot weather and water frequently. Is it worth trying again or even starting seeds in modules?

    Carrots can be a bit like this intermittant. Keep up the watering and hopefully...Occasionally I have seen carrots sold in modules but I have awlays stayed away because carrots are a root crop and produce a very fine long root when establishing which would be easy to damage/ fork / bend
