What is wrong with the bush?

The bush has recently become infested with thousands of little brown “spores” any clues as to cause and treatment please? Despite the different leaves, it appears to have one stem!

    That looks like mildew although I have only seen that on leaves before. Mildew is more common when it is dry like it has been for the last few months.  My guess would be a fungal disease of some sort.
