Palm tree issue..

Good morning, I have a palm tree in my garden (I couldn't tell you exactly what type). I have included a picture which may help. The palm seems pretty dead at first glance, however it does have some green shoots coming from the top. 

I'm quite keen to rescue this palm - does anyone have any advice on things I could do to try and revive it?

    Remove all the old brown stems back to the trunk to tidy it up then maybe give it a good drink - 10litres at a time.   Yours looks like a Chusan palm so will only produce new foliage at the top, leaving lots of dull brown fibrous stem at eye level.

    If that's OK, keep it but I'd get rid and plant something more interesting to avoid cricking my neck.
