Onions -water or not?

I have grown Ailsa Craig onions from seed and they are doing well. They are growing in what is normally a damp area so I have not watered them recently but the ground is now very dry. Should I water now or will it cause them to bolt - produce seed heads? No sign of rain here (NW France).
