Lovely pot of flowers! If you imagine the flowers growing in the 'wild' the bottom leaves are a bit superfluous being at the bottom once the plant has grown,the plants would normally be surrounded by other vegetation so only the uppermost leaves are of any value to the plant.The plants do what is best for them and not to look good for us!!

You can snip them off if you don't like the look, but it's perfectly natural.
