Are they supposed to do this?

The packet  said  single  blooms.  Some  are and some  definitely  aren't . There are also flower  buds in the leaf  axils.  I'm  not  complaining, just curious.

    In the veg section it has been talked about similar things happening to Tom's. One person suggested that it's the seed being damaged before packing or maybe not enough care taken with seeds.
