    If you cover it then you risk causing rot which might kill the whole tree. You need to let the cut end heal properly to stop infection setting in. I'd just prune the offending suckers off periodically, it won't take much to just snip then off when they're small.
    If you can keep your head, while those around you are losing theirs, you may not have grasped the seriousness of the situation.
