Yellowing viburnum tinus

Hi does anyone know what is happening with my viburnums, this is the worst but others are going the same.

Especially if they've only been planted in the last couple of years and are still establishing themselves.
That it's happening to more than 1 would likely indicate the same cause.
Not sure where you are but we've only had 30mins rain since mid-May and mostly cloudless skies

The one in the pic has never looked good
but it's worse this year been in about 3yrs
now, I was beginning to think it's vine weevil, has they have been watered
I've lost a few shrubs over the past few very dry years here - and everything is struggling in this current heatwave - including me!
I don't grow tinus, but hopefully others here who do will have some ideas
