I have a hydrangea with lots if flowers. The flower are very small and are not coming out. They have been like this for a couple of months. Any help would be appreciated.
It's probably dehydrated, and is therefore conserving what moisture it has Many of these plants are forced into early growth too [hence the early flowers ] so it can come as a shock when they get placed in normal gardens. If it's a new plant to you - it could be a combination of both. If you have a photo - that will help with further suggestions, but lack of water is the most likely explanation

Do they look like this, it will be ages before mine are out, or are they brown and shrivelled, if so that will be the sun dried them. a lot of plants this year are suffering from lack of rain, hopefully it won’t be so bad next year and our gardens will be back to normal.

You really can't over-water hydrangeas in this sort of weather.
Gardening in Central Norfolk on improved gritty moraine over chalk ... free-draining.
