Curly rudbeckia leaves

Please can anyone tell me what is happening here and what to do about it

    Looks a bit like aphid damage - if none present, they may already have been eaten by predators.  The newest leaves look very healthy so I think it will grow out of it and be fine.  Mine were slugged to death before the hot weather started.
    A trowel in the hand is worth a thousand lost under a bush.
